  Sorry, that I do not post this article below Sangeet’s initial post to this topic. During the next days I will figure out, how to optimal use WordPress for clustering.

  The Chinese involvement in the Pakistani part of TAPI belongs to a way bigger programme: The Chinese Pakistan Economic Corridor (CPEC) which is again part of the Belt and Road Initiative (even called its “flagship”). It includes infrastructure investments of about 62 billion $ and its main aim is to link the Chinese region of Xinjiang with Pakistan’s deepwater Gwadar port. (More …)

  Status of TAPI 1 

  Dear all,

  According to this article, I already sent to you on our chat group, the Turkmen Part of TAPI is finished. At the first glance, this sounds like a milestone, but actually the part of TAPI that is located in Turkmenistan is only minor if you look at the entire project.

  The overall length of TAPI is about 1,680 km. Of this length, 144 km are located in Turkmenistan, 735 km in Afghanistan and 800 km in Pakistan. The Indian part is negligible.   Taliban-US Negotiations for TAPI in the 90s 

  In the 90s, right after the fall of the USSR, the Taliban (which controlled the southern part of Afghanistan, supported by Pakistan) were in talks with an American company, Unocal to build TAPI. However the US embassy attacks in Nairobi by al-Qaeda (bin Laden) halted the talks and project.

  Other efforts to diversify gas exports – the Trans-Caspian Pipeline TCP 

  Turkmenistan has an interest in expanding its exports to Europe via Azerbaijan and Turkey through the Trans-Caspian Pipeline. The use of and access to resources in the Caspian sea has been in dispute between littoral countries until 2018, when a treaty was signed about its use. This has removed the legal hurdles to the pipeline, but others remain. The dynamics and foreign relations aspects of this pipeline project is interesting to keep in mind for the TAPI project. Some highlights:

  • Russia is against the TCP project, because it challenges its stronghold position of being the main gas exporter to Europe
  • At the same time, Russia and Turkmenistan have a partnership/ agreement in maintaining security at the border between Turkmenistan and Afghanistan to prevent radical Islamist insurgency.
  • Turkmenistan has a gas processing policy whereby any foreign company that does gas extraction work in the country must pass the gas to the state-owned gas company for processing and gas export. This policy is a disincentive for Western companies from Europe who would enter the market.

  China interested in building a spur from Pakistan 

  The government of Pakistan has shared that China is interested in building a spur (or offshoot) from Pakistan’s side of the TAPI pipeline. China has been in the process of building a fourth pipeline from Turkmenistan, but this would involve crossing various Central Asian countries. The TAPI pipeline would make it easier for China to get this gas supply by connecting with Pakistan’s side of the pipeline. From what I understand, this would be a bilateral agreement between Pakistan and China. I am not sure how this will impact Turkmenistan, and they would get “a cut” from this deal.

    To give some context, Turkmenistan was fully dependent on exporting its gas to Russia (2/3 of its gas) until 2009, when it started gas exports to China. https://www.bbc.com/news/world-asia-16094646

  11) Companies for building and operating the pipeline

  –> Can TAPI be done? Should it be done? Should Germany support the project? If yes, how should Germany do it?

  –> Double check with general framework of analysis of the World Bank and check news regarding the topic
